Senior Special Assistant Sadananda Naika and Special Assistant A K Kavin of cash department have been taken into custody in connection with the case and have been booked under charges of criminal conspiracy and cheating besides provisions of Prevention of Corruption Act.

Both the accused have been sent to four days of CBI custody by a special court in Bengaluru, said CBI sources.

"It is alleged that both the accused and other unknown officials of RBI, Bengaluru entered in criminal conspiracy with unknown others," CBI spokesperson Devpreet Singh said.

She said in furtherance with the criminal conspiracy, the accused, along with other unknown officials, who were entrusted with the responsibility of new currency notes, "fraudulently" gave away new notes to the tune of Rs 1.99 crore to RBI officials and others.

It is alleged that the exchange was done in violation of exchange limits imposed by the Bankers' Bank.


his is the second arrest of RBI employees in Bengaluru.


Earlier on December 13, CBI had arrested an RBI official+ while he was allegedly trying to convert Rs 1.51 crore of old currency notes.

But on the last day of the session, the unity suffered a dent with Congress vice-president Rahul Gandhi's move, seen as "unwarranted" by some opposition parties, to meet the PM.

The ruffled feathers saw major parties, BSP, SP, Left, NCP, drop out of the group that met the President. TMC tried to soothe tempers till the end as it wanted to maintain the unity to take the anti-demonetisation stir to the streets.

 BSP was the first to react to the Rahul-PM meeting. Soon after learning about it, BSP chief Mayawati told a senior SP member in RS about it and both parties took a call to stay away from the delegation. With UP polls coming up, they felt the Congress move was an attempt at upstaging them.


The Left and NCP too disliked the idea and dropped out of the delegation even as leaders of all the 15 parties had signed the memorandum to the President on how the government was responsible for not letting the House run.

The two-page charter detailed how the opposition had wanted a discussion on the note ban that had hit the lives of ordinary people, but the Centre did not agree to any of the conditions. This was the third time the opposition parties met the President on the issue.


Mamata, however, continued with her efforts to keep the flock together, reaching out to BSP, SP and others after the meeting with the President.

Mamata has advanced the TMC core panel meeting to plan anti-demonetisation agitations from December 27 to 22.

In a major move that will give an impetus to the cashless drive at the ground level, the Centre has decided to link all savings bank accounts with the Aadhaar number for enabling digital transactions, especially at retail points.

The move will be particularly helpful for those who do not have a mobile phone , their number is estimated at 30 crore, and will be a gateway for them to be linked to the digital economy, official sources said.

The sources said the measure has been approved by PM Narendra Modi, who has now tasked finance minister Arun Jaitley and information technology minister Ravi Shankar Prasad with its implementation.

Prasad said, "The higher the linkages with the Aadhaar number, the more we have in terms of seamless digital transactions."

Sources said that of the 112 crore estimated bank accounts across the country, only around 40 crore are linked with Aadhaar. "This needs to be ramped up pretty fast."

Detailing the benefits of the move, the sources said it will enable digital transactions even when someone does not have a mobile phone. "All that is required will be devices that support Aadhaar and biometric at the retail points. If anybody needs to make a transaction even without a phone, he or she just needs to log into his account through the Aadhar biometric link and make the payment," a source said. "This will make digital transactions easy as no connectivity will be required at the consumer's end." 

The RBI has also been pushing for deployment of Aadhaar-enabled point-of-sale machines across the retail set-up. While it is pushing to make it a must for new deployments, it has given time for migration of existing machines that may be non-complaint with the Aadhaar set-up.


The government has been giving a push to Aadhaar-based linkages in view of the need to accelerate digital transactions at the rural level.

Prasad also emphasised this in a meeting with bankers. Prasad and his team of officials at the IT ministry met around 50 representatives of various

banks this week where officials were told to have helpline numbers to provide easier and trouble-free access to digital information.
