Deposit your old notes in one go, repeated deposits will raise queries says Arun Jaitley

No questions will be asked if the old currency is deposited in one go, but repeated deposits will raise queries: Arun Jaitley
Please go and deposit old currency you have because there is no scope now for using any old currency as all exemptions are over: Jaitley

Union Finance Minister Arun Jaitley on Monday advised people to deposit their old 500 and 1000 rupee notes in one go and avoid repeated visits to the bank. This comes after a slew of measures by the government to tighten the rules for depositing old 500 and 1000 rupee notes

"No questions will be asked if the old currency is deposited in one go, but repeated deposits will raise queries," Arun Jaitley said.

"But if they are going to banks everyday to deposit some currency, same person, that gives rise to suspicion about from where is he acquiring this currency from. In that event a person may have something to worry about. Therefore everyone is advised whatever old currency you have please go and deposit it now," he said.

With nearly Rs 13 lakh crore out of the Rs 15.4 lakh crore worth of 500 and 1000 rupee junked already deposited in banks, the government has changed rules to mandate that individuals can deposit over Rs 5,000 in old currency bills only once until December 30 and that too after explaining why it had not been done so far.

Explaining the rationale behind the move, Jaitley said all exemptions to certain sectors and utilities, which had been allowed to accept the banned currency post demonetisation, ended last week and all those in possession of the old notes are supposed to deposit them with banks.

"Please go and deposit old currency you have because there is no scope now for using any old currency as all exemptions are over," Jaitley said.

"Between today and December 30, anyone who has old currency notes is not allowed to trade in them but only deposit them in banks," he said.

He said that RBI restrictions on deposit of old notes were notified today to discourage people going everyday to banks.

The government on Monday tightened rules for depositing junked 500 and 1,000 rupee notes, and said individuals can deposit over Rs 5,000 in old currency bills only once until December 30 and that too after explaining why it had not been done so far.

After banning old 500 and 1,000 rupee notes on November 8, the government had allowed all of the cash holdings with any person to be deposited in bank accounts till December 30. There was no limit on the quantity or value of the junked notes that could be deposited.

However, the government has now issued a gazette notification putting restrictions on deposits henceforth.

"The deposits of old notes of Rs 500 and Rs 1,000 denominations have been reviewed by the government from time to time. Already more than five weeks have elapsed since the time of the announcement of the cancellation of the legal tender character of these notes. It is expected that, by now, most of the people would have deposited such old notes in their possession," an official statement said.

old notes more than Rs 5 only once before December 30, banks and the central bank to make a deposit of fresh orders.

The Reserve Bank on Monday imposed stiff restrictions on depositing more than Rs 5,000+ in the scrapped Rs 500 and Rs 1,000 notes, mandating that it can be deposited only once per account till December 30, that too after explaining to bank officials the reasons for not having done that so far.

Stipulating that restrictive conditions will also apply on the cumulative deposit of such notes in a single account when it exceeds Rs 5,000+ , RBI said that defunct currency up to any amount can be deposited under the new black money amnesty PMGKY scheme.

"It has been decided to place certain restrictions on deposits of SBNs into bank accounts while encouraging the deposits of the same under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana+ , 2016," RBI said in a notification.

Under the PMGKY scheme, black money holders can deposit unaccounted cash in account which will be subject to 50 per cent tax and 4-year interest free lock-in for the remaining 25 per cent of the amount.

RBI said old notes in excess of Rs 5,000 into a bank account will be received for credit only once during the remaining period till December 30, 2016.

"The credit in such cases shall be afforded only after questioning tenderer, on record, in the presence of at least two officials of the bank, as to why this could not be deposited earlier and receiving a satisfactory explanation," it said.

The explanation, RBI added, should be kept on record to facilitate an audit trail at a later stage. An appropriate flag also should be raised in CBS (Core Banking Solution) to that effect so that no more tenders are allowed.

However, old notes up to Rs 5,000 received across the counter will allowed to be credited to bank accounts in the normal course until December 30, 2016.

"Even when tenders smaller than Rs 5,000 are made in an account and such tenders taken together on cumulative basis exceed Rs 5,000 they may be subject to the procedure to be followed in case of tenders above Rs 5,000, with no more tenders being allowed thereafter until December 30, 2016," RBI said.

RBI said that equivalent value of specified bank notes tendered may be credited to an account maintained by the tenderer at any bank in accordance with standard banking procedure and on production of valid proof of identity.

"The equivalent value of specified bank notes tendered may be credited to a third party account, provided specific authorisation therefor accorded by the third party is presented to the bank, following standard banking procedure and on production of valid proof of identity of the person actually tendering," RBI said.

Following the demonetisation of Rs 500/1000 notes on November 8, government had allowed people to use such notes for certain public utility bill payment as well as for payment to government hospitals and asked them to depos it the amount in bank accounts.

The central bank said that now-defunct notes in excess of Rs 5,000 shall be credited to only KYC compliant accounts and if the accounts are not KYC compliant credits may be restricted up to Rs 50,000 subject to the conditions governing the conduct of such accounts.

The equivalent value of specified bank notes tendered may be credited to an account maintained by the tenderer at any bank in accordance with standard banking procedure and on production of valid proof of Identity, RBI said.

"The equivalent value of specified bank notes tendered may be credited to a third party account, provided specific authorisation therefore accorded by the third party is presented to the bank, following standard banking procedure and on production of valid proof of identity of the person actually tendering," it added.

The above restrictions shall not apply to tenders of SBNs for the purpose of deposits under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016.

Meanwhile, in a notification Finance Ministry said: "There shall not be any limit on the quantity or value of the specified bank notes that are tendered for payment and deposit made under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016".

It further said that deposit of such notes collected between November 10-14, by the District Co-operative Central Bank shall be subject to RBI instructions.

RBI imposes curbs on old note deposits exceeding Rs 5,000?

India v England, 5th Test, Day 4: Karun Nair’s epic 303* takes India to record 759/7

With scores of 4 and 13 in his first two Test innings, Karun Nair had to make his third count; especially taking in to account that India's first innings of the fifth India v England Test at the MA Chidambaram Stadium, Chennai would probably be his last innings before the regulars (Ajinkya Rahane, Rohit Sharma) get fit and take their spot for India's next Test outing (against Bangladesh in February next year).

And to say that he made it count would be a gross understatement. With a knock of 303 not out - in only his third Test innings - on Day 4 of the final Test, Nair not only helped India to their highest ever team total in Tests (759/7), but allowed his stature to grow as someone who is more than ready to cement a place in the No.1 Test team's XI.

The 25-year-old has an appetite for batting long, with panache, and that was on full display for the Chennai crowd on Monday. A once-in-a-life time batting performance some would say, but then again, Nair has to his name a score of 328 in a Ranji Trophy final.

Nair featured in partnerships of 161 with KL Rahul, 181 with Ravichandran Ashwin and 138 with Ravindra Jadeja. He batted for 381 balls, hit 32 boundaries and four big sixes. Skill was top notch, the temperament ice cold and stamina - well he would have gone on and on if the innings was not declared. India managed only 72 runs in the first session, out of which 51 were scored by Nair off 81 balls.

Then he picked up the pace and went on to take his next 73 off 85 balls. The pitch offered almost nothing for the England bowlers and they struggled to contain the Karnataka batsman. After tea, Nair simply toyed with the bowlers. Out went the technically correct drives and cuts and in came the slog sweeps and the flat batted assault that fetched him another 108 runs off just 76 balls en route to his epic 303*-

becoming only the second Indian batsman after Virender Sehwag to score a triple ton in Test cricket. He now is the only third batsman to convert his maiden 100 into a triple after Garry Sobers and Bob Simpson and sixth youngest batsman in history to reach the landmark. His score of 303* is now the third highest individual score for India in Tests.
